Just explore! There's a linking book to the nexus and a linking book to Chloe's Hood Office near the pool. There are a couple of sittable benches near the pool. The path to the pool branches off, where you'll find a building and a journal. According to the journal, the tram car doesn't work right now because the power at the castle isn't turned on.
